VISTA Wins Army IT and Analysis Contract Modifications

VISTA has been awarded two real property- and logistics-oriented contract modifications through the U.S. Army Office of the Assistant Chief of Staff for Installation Management (OACSIM). The combined value of these contract actions approaches $2 million, with VISTA specialists providing both IT application development and staff augmentation.

“These two contract mods will improve business rules and shared data collection and analysis capabilities across the U.S. Army,” said VISTA President and CEO David Baxa. “Together, this work will make planning and budgeting more accurate and effective for all levels of Army users.”

The first of the two new awards, valued at approximately $1.8 million, funds the development of an Internet-based version of the Army Real Property Planning and Analysis System (RPLANS). RPLANS enables better planning and budgeting by Army users, by allowing them to share correlated data about real property assets, installation force structure and populations, and facility allowances and requirements.

In its second award, VISTA received a $120K addition to an existing contract related to Army Base Operations Support (BOS). VISTA will fill two on-site analyst positions to support the OACSIM Requirements Modeling Division. VISTA analysts will be to review the population information used for cost estimating at Army garrisons, to validate that correct population figures are being use for out-year budget preparation. Under the RPLANS agreement, VISTA will install its prototype Web version of RPLANS on military servers, followed by redesigning of the RPLANS database architecture and processes to facilitate more efficient modular system updates. VISTA also will develop a single Web-enabled process for editing RPLANS information and transferring the data to support headquarters users. An important benefit that will result from VISTA’s work will be the integration of four current RPLANS systems into a single system, to include the current RPLANS stationing capability, allowing users to modify inventory, force structure and planned construction data.

Baxa estimates that one-third of this application development work may be completed before the end of the calendar year.
