VISTA Appoints Controller, Promotes Principal Consultant to Program Manager

VISTA has promoted Terry Hill to the newly created position of Controller for the company. Tom Goeller, who had served as a Principal Consultant for VISTA, will take over Hill’s previous position of Program Manager for the U.S. Army Real Property Planning and Analysis System (RPLANS).

As Controller, Hill’s responsibilities will bring in-house work that had been outsourced, including directing the preparation of financial reports that summarize and forecast VISTA’s financial position; such as income statements, balance sheets, and analyses of future earnings or expenses. Hill also will be in charge of special reporting requirements from regulatory authorities.

Hill's past experience includes financial data analysis in a wide variety of areas including personnel and administrative systems and services, major Army programs, and corporate finance. He has been responsible for the analysis and development of automated facility information systems supporting the U.S. Army and has provided analysis on facility utilization, condition assessments, capacity studies, stationing scenarios, new construction programs, and force structure movements.

Chief among Hill’s previous responsibilities had been program oversight of RPLANS, a suite of four data modeling tools that correlate information about real property assets, installation force structure and population, and facility allowances and requirements. RPLANS is the principal planning system for military users at installation, Installation Management Command (IMCOM) Region, Major Army Command (MACOM) and Headquarters, Department of the Army (HQDA) level.

Hill will transition that responsibility to Tom Goeller, a Principal Consultant with VISTA.

In his capacity as Program Manager, Goeller will have oversight of the Real Property Planning Systems Support contract (RPPS). Goeller also will assist the Defense Logistics Agency (DLA) with Base Realignment and Closure (BRAC) planning support.

RPLANS requires the maintenance, update, and enhancement of Office of the Assistant Chief of Staff for Installation Management’s (OACSIM) Army Criteria Tracking System (ACTS), Facility Planning System (FPS), Real Property Planning and Analysis System (RPLANS); real property management support; McKinney Act support; infrastructure management support; Real Estate Action Committee support: and Real Property Inventory (RPI) Quality Assurance/Quality Control (QA/QC) Support. VISTA is also reprogramming the entire RPLANS suite to be Web-based.

“The U.S. Army is among the most sophisticated government organizations when it comes to understanding how real property holdings – land, buildings and related infrastructure – affect not only budget appropriation requests but the ability to support mission fulfillment,” explained VISTA’s Baxa.

“Lessons learned by the U.S. Army should transfer to civilian federal government agencies for better federal real property asset management,” Baxa continued. “Requirements such as Executive Order 13327 on Federal Real Property Asset Management and the President’s Management Agenda real property initiative indicate the importance the federal government is now placing making better decisions about real property needs, spending and value,” he said.
