New GSA Newsletter Outlines Real Property Performance Results Report

How does federal workspace measure up? What is the cycle time for real property disposals? How does telework fit in? How is your real property really performing? These answers and more are available in the latest issue of the Real Property Performance Results Report for 2005, the eighth annual analysis of real property performance in the Federal office space sector.

An overview of the Results Report is provided in the latest issue of the GSA’s Real Property Policysite Newsletter, in an article titled “A Reality Check: Performance Results 2005,” by Ray Wynter, of the GSA Office of Real Property Management.

The Results Report provides an annual update on key measures of Federal real property performance. Published by the GSA’s Office of Real Property Management, the report features an update on the number of Federal teleworkers, the most current private sector benchmarks and an update on sustainability.

According to Wynter, the Results Report includes a new feature this year: an emphasis on cycle time for real property disposal and the sale price as a percentage of the fair market value of disposal assets.

GSA is also adopting a new approach to measuring today’s workplace, dubbed the Cost Per Person (CPP) model. Introduced in 1999, the GSA updated this Excel-based CPP model in 2004. The result is a tool to help Federal agency customers estimate their total cost per person – administrative costs as well as real estate – to measure workplace financial impact.

The CPP model estimates the average cost per person in each of the following areas:
  • Real estate (space usage)
  • Telecommunications
  • Information Technology (IT), and
  • Alternative work environment.

An additional feature of the CPP model is a “what-if” tool that calculates potential cost savings from such alternative work environments as desk sharing.

GSA has also created a special edition of its Real Property Performance Results publication for mixed-use or special purpose federal buildings. This publication benchmarks the operating costs and space usage for such as museums or other high public access facilities.
