Case Study: ISR Infrastructure 2005 Reduces Army Facility Improvement Cost Estimates
Changes to cost estimating methodology and tools for facility quality assessment have enabled the US Army to realize a 32% lower quality improvement cost estimate over past years. For the past nine years, Army real property has been assessed with The Installation Status Report-Infrastructure (ISR-I) tool. ISR-I calculates facility quality and quantity ratings and improvement cost estimates. In 2005, major changes were made to the ISR methodology and process. This article looks at the new baseline set by ISR-I 2005 in how the quality of Army facilities is viewed.
