    Federal Real Property Reporting Compliance:
    ROI in Today's Budgetary Realities


    The Office of Management and Budget (OMB) is not likely to support or fund reforms of real property asset management practices during the remainder of the current Administration. Rather, OMB actions result in making real property professionals' jobs more difficult so that agencies eventually will do whatever they can to relieve the constant pressure.

    VISTA Vice President for Corporate Development Ray Summerell provided a candid presentation at the April 10 monthly luncheon of the Federal Real Property Association (FRPA) in Washington, DC. Titled "Federal Real Property Reporting Compliance: ROI in Today's Budgetary Realities," the overview offered plain talk about where demands for improved performance originate.     Real Property Asset Management Compliance:
    Survey Findings from the Federal Real Property Association


    In October 2006, VISTA updated a survey completed last year with the Feeral Real Property Association, to record any trends in real property asset management, and to gain a greater understanding of organizations' preparedness to respond to hypothetical changing budgetary requirements. Among the findings: 62 percent of respondents are not consulted on any PMA initiatives other than real property. This White Paper summarizes the findings of this survey, and draws conclusions based on respondent comments regarding potential difficulties in complying with these initiatives.

    Compliance with the President's Management Agenda: Practical Advice for Sustainable Real Property Solutions

    (Expanded from VISTA's commentary for the inaugural issue of the GSA Real Property Policysite Newsletter)

    There is more to an AMP than simple document preparation. The AMP also must show a change in perspective regarding business processes, and an understanding of the cost of preparing and documenting real property asset data to support key initiatives. Departments must consider the cost of their intended initiatives through the useful life of affected facilities. They must also anticipate and measure the returns on that investment.

    This White Paper addresses general principles in compliance with the President's Management Agenda. It will then review the common stumbling blocks encountered by Departments and Agencies in preparing their AMPs, and will provide several recommendations regarding how to create better processes and better environments in which to develop AMPs that comply with the intent of EO 13327.

    Executive Order 13327 Compliance Measures: Findings from the Federal Real Property Association Survey

    In August 2005, VISTA and the Federal Real Property Association jointly conducted a survey of the association's current and prospective membership list, to determine compliance with Executive Order 13327 as an initiative of the President's Management Agenda. Surprisingly, 44 percent of respondents did not know their PMA scorecard ranking related to EO 13327 compliance. This White Paper explains the results of that survey, providing information on agency organization, current status, and near-term and long-range needs assessments to ensure compliance.

    Executive Order 13327 on Federal Real Property Asset Management (EO 13327) is part of the Presidential Management Agenda. It calls upon executive agencies to review their real property holdings, to determine whether there exists any surplus inventory.
