VISTA Wins $16 Million Contract from Army To Enhance Real Property Planning and Analysis System

Herndon, VA (22 APRIL | 2006) - VISTA, the leading provider of real property asset management consulting services to the federal government, has been awarded a contract by the US Army to enhance and support the service's Real Property Planning and Analysis System (RPLANS), as well as related data analysis systems. The contract was awarded by the Office of the Assistant Chief of Staff for Installation Management (OACSIM), and is valued in excess of $16 million with a base period through December 2006 and option years through 2010. EDS will serve as principal subcontractor and team member.

The contract award allows VISTA to come full-circle back to some of the earliest work that defined the company's leadership in strategic real property planning for the Army. When VISTA was established in the mid-1980s, as part of the Systems Group of the architecture and engineering firm of Henningson, Durham & Richardson (HDR), one of its early contracts was to develop RPLANS functionality by integrating military organizational demographic data with facilities requirements and inventory to support facilities resource planning.

RPLANS is a suite of modules designed to meet the needs of users at installation, Installation Management Agency (IMA) Region, Major Army Command (MACOM) and Headquarters, Department of the Army (HQDA) level. The system allows users at each level to share and correlate data about real property assets, organizational stationing, installation populations, and facility allowances and requirements.

The contract scope of work extends well beyond the continuing work on RPLANS, however. In addition to RPLANS, VISTA will maintain, update, and enhance the Army Criteria Tracking System (ACTS), Facility Planning System (FPS), Real Property Management Support, McKinney Act Support, Infrastructure Management Support, Real Estate Action Committee Support, HQEIS Support, and Real Property Inventory (RPI) Quality Assurance/Quality Control (QA/QC) Support.

According to the Army, this work will ensure that the systems meet OACSIM's IT enterprise architecture, are compatible with related Army systems, and are fully functional.

"From BRAC, RPLANS and similar initiatives on the defense side, and Executive Order 13327 on Federal Real Property Asset Management on the civilian side, government administrators now broadly realize the financial impact that real property holdings can have on mission fulfillment.
