VISTA Wins Five-Year Contract with Department of Justice

Herndon, VA (3 MARCH | 2006) - VISTA, the leading provider of real property management services for improved federal financial performance, has won a five-year contract with the Department of Justice. The contract, currently valued at $500,000, tasks VISTA with providing a wide variety of analysis and program support functions for five one-year periods.

According to VISTA President and CEO David Baxa, "This award is significant from two perspectives. First, the contract is for five years, with options for continuing service through 2010. We are now more than ever an established presence in the federal civilian markets.

"Second," Baxa added, "This is a clear indication of the real property asset management market growing beyond the limited scope of merely developing asset management plan documents (AMPs). There is real need and real work in creating and implementing for civilian agencies the types of services and solutions that have been so successful for VISTA's military clients, such as the US Army, for so many years."

VISTA has been the acknowledged market leader in facilities infrastructure analysis and real property asset management for more than two decades. The company built its experience serving the defense industry, specifically in multiple iterations of Base Realignment and Closure. The US Army in particular saved over one billion dollars in ongoing construction expenses by following VISTA's recommendations regarding disposition of its real property holdings.

VISTA's experience for the defense community translated seamlessly to the civilian federal agency side when, in February 2004, Executive Order 13327 on Federal Real Property Asset Management (EO 13327) was issued. Now a key initiative in the President's Management Agenda, EO 13327 requires executive agencies to tie their owned or leased real property holdings to mission fulfillment, and to create AMPs that explain the timetable for disposition of surplus inventory.

In December 2005, the Department of Justice submitted the VISTA-prepared Asset Management Plan (AMP) to the Office of Management and Budget, which administers EO 13327. The AMP helped move the Department of Justice from red to yellow on the OMB's EO 13327 scorecard, indicating improved performance in this critical area.

Additional work to be undertaken for the Department of Justice through the contract award includes validating and analyzing Departmental real property inventory data, facilitating department-level real property improvement teams, and providing day-to-day real property asset management consulting.
