Four-Step Approach Has Saved US Army One Billion Dollars
Herndon, VA (SEPTEMBER | 2005) VISTA, a leader in real property asset management, has accepted an invitation from the Federal Real Property Association to have CEO David Baxa explain a methodology for effective and efficient real property asset management as it applies to Base Realignment and Closure.
Baxa will discuss BRAC issues during the Federal Real Property Association (FRPA) Professional Development Conference, to be held at the Ronald Reagan International Trade Center in Washington, DC, October 19, 2005. The title of Baxa's presentation is "BRAC and Real Property - A Four-Phase Methodology for Controlling Costs and Managing Data." A case study of the pioneering work done by the US Army will provide context for the presentation.
"Since 1988, the US Army has saved over one billion dollars in ongoing construction costs related to BRAC," Baxa explained. "To do so, the US Army has employed a simple four-phase methodology for the management of the large volumes of data related to the service's inventory of real property.
"This methodology, which is critical to any comprehensive real property asset analysis, enables creation of systems for smooth execution of current BRAC responsibilities," Baxa noted. "It also facilitates the development of a verifiable and auditable inventory of real property assets for future BRAC initiatives, and can help manage the costs associated with ongoing construction programs," he added.
The four phases of the methodology are:
- Capacity Analysis (inventory of available assets; determine accuracy of data; analyze capacity in terms of operational functionality),
- Mission Value Analysis (understand how attributes of inventory support overall mission execution),
- Scenario Analysis (apply "what-if" scenarios to aspects of capacity with true mission value), and
- Execution (implement plans, monitor programs, develop applications for management, and track activity against new or changing requirements).
In this overview, Mr. Baxa will explain how the US Army, DLA and others have created systems following this methodology that have enabled them to save money, reduce impact of changing real property inventory on their operations, and better track disbursements related to program execution.
"The current round of BRAC is not likely to be the last," Baxa noted. "This methodology can be applied to a department or agency's real property inventory, to ensure it is adequately responsive to ongoing requirements for the current round of BRAC, and well prepared for any additional rounds in the future."
