
VISTA Retains Rebecca Contreras, Former Special Assistant to President George W. Bush

Contreras Brings Human Capital Perspective to VISTA's Expertise in Real Property Asset Management
Herndon, VA (SEPTEMBER | 2005) - VISTA, a leader in real property asset management, has retained Rebecca A. Contreras, a former member of the Bush Administration, as a special part-time consultant for the company's corporate development efforts.
Contreras most recently served as Deputy Assistant Secretary and Chief of Human Capital at the U.S. Department of Treasury from May 27, 2003 through December 31, 2004. Prior to that she was Special Assistant to the President and Associate Director of Presidential Personnel at the White House from January 20, 2001 to May 26, 2003.
Contreras' responsibilities with VISTA will be to support business development activities and work on client relations at the highest levels of the Federal government's executive agencies. She will be particularly involved in these efforts as they apply to Executive Order 13327 on Federal Real Property Asset Management (EO 13327). Contreras also works with KnowledgeBank Inc, a federal consulting practice in the area of human capital.
EO 13327 calls for executive agencies to develop a complete and accurate accounting of their real property assets, to better manage those assets and to dispose of surplus real property as one means of reducing the Federal budget deficit. The order is a critical part of the President's Management Agenda (PMA), with agency funding tied to compliance.

After leaving the White House in May 2003, Contreras was appointed to serve as the Deputy Assistant Secretary and Chief Human Capital Officer of the U.S. Department of Treasury. She was the primary chief advisor to the Secretary, Deputy Secretary and Treasury's top executive team on human resource management policies, programs and initiatives including implementation and oversight of the Human Capital component of the PMA.
Contreras also served as a member of the Chief Human Capital Officers Council, a government-wide policy-planning group comprised of cabinet agency officials. Created by the Homeland Security Act of 2002, the Council is accountable for leading and directing cabinet agencies' human resource management policies and programs.
