
VISTA Develops First-Ever Asset Management Plan Generator

Management and IT Tool Facilitates Compliance with Executive Order 13327 on Federal Real Property Asset Management
Herndon, VA (6 JULY | 2005) - VISTA, a leading provider of real property asset analysis, IT and management services for the federal government, has developed an automated Asset Management Plan (AMP) Generator, to facilitate compliance with Executive Order 13327 on Real Property Asset Management (EO 13327). The AMP generator is designed to support VISTA's consultative service on behalf of federal agencies currently undertaking EO 13327 compliance.
A critical element in the President's Management Agenda (PMA), EO 13327 requires federal agencies to account for their real property assets within the overall cost of executing programs and missions. The order also requires agencies to assess whether their real property assets are sufficient for or in excess of what's needed to properly execute agency missions. Compliance with EO 13327 is administered jointly by the General Services Administration (GSA) and the Office of Management and Budget (OMB).
According to VISTA CEO and President David Baxa, "Getting from red to yellow on the PMA's balanced scorecard means developing an Asset Management Plan that not only tracks the inventory of an agency's real property assets, but also supports executive decisions regarding potential renovations or disposition of assets.
"Unfortunately," Baxa noted, "the difficulty many agencies face in the development of an Asset Management Plan for EO 13327 compliance is that data required by the OMB may be incomplete or difficult to retrieve. Existence of multiple data sources - including some information that may only be archived as hard copy - means that many agencies may be compiling and analyzing comprehensive real property data for the first time."

It also enables data to be indexed according to the four "tier one" performance measures set out by OMB: mission dependency, operating cost, utilization, and condition. Data weighting is applied to enable value-based decisions across these performance measures and for each individual asset or asset group within the inventory.
