VISTA VP Ray Summerell to Outline Facilities Management IT Benefits At AEC-ST/FMIT Conference

Recent Federal Regulations and Legislation Scrutinize Real Property Assets in Corporate Financial Accounting Practices

Herndon, VA (14 JUNE | 2005) - What can private industry learn from the government about IT tools that can save on construction and other facility costs? Which new federal regulations and legislation are driving the need for such facility management savings?

Those are among the topics to be discussed in "Facilities Management Information Technology: Lessons Learned from the Government," an upcoming seminar from Ray Summerell, VP of Corporate Development from VISTA Technology Services, Inc. (VISTA), the leader in real property asset analysis, IT and management consulting for government. Summerell will speak at the AEC-ST Facilities Management/Information Technology Conference, 1:30 PM on Tuesday June 21, 2005 at Disney's Coronado Springs Resort in Orlando, FL.

"There has never been a more critical time for accurate reporting of real property assets and their condition - both in private industry and in government," said Summerell. "In the past 24 months, the federal government - in its effort to become more streamlined, operate more like business, and be more accountable to its constituencies - has created common processes to ensure organizations maximize the usefulness of their current real property inventory, and profitably dispose of any surplus holdings.

"Base Realignment and Closure (BRAC) and Executive Order 13327 on Federal Real Property Asset Management (EO 13327) are examples of the initiatives in which these processes are detailed," he explained. "In addition, such federal mandates as OMB Circular A-123, The Sarbanes-Oxley Act, and General Accounting Standards Board Statement 34 (GASB-34), establish requirements for controls to process, record, summarize and report financial data, as well as to account for how real property assets are used relative to disbursement of federal grants. This body of regulations and legislation is increasingly extending into private industry as part of the current Administration's push for greater fiscal accountability."

Summerell's seminar will provide a proven four-phase methodology that offers a framework for understanding how real property issues can be solved. The seminar also will examine various facility-related IT systems and tools (space optimization, lease management, maintenance management, condition assessment). Enterprise data integration, data migration, and data interoperability must be applied to these systems to ensure maximum return on investment on these various systems, as well as on the facilities themselves.

Mr. Summerell has nearly 30 years' experience in information technology, program management and professional consulting services, serving both the commercial and government sectors, and for both military and civilian agencies. Most recently, he was Director of US Civilian Federal Sales for Digital Globe of Longmont, CO; prior to that he had served as president and CEO of EIPCI, a woman-owned consulting practice he founded. Mr. Summerell was VP of Corporate Development for Facility Information Systems of Camarillo, CA, Deputy division Manager for Dewberry & Davis in Fairfax, VA, Command Master Planner for the US Army Training & Doctrine Command in Hampton, VA, and Deputy Branch Manager for Savannah District, US Army Corps of Engineers.
