
VISTA Renews National Guard Contract for Army Stationing and Installation Plan

Consultative Work is Critical for U.S. Army's $30 Billion Annual Base Operations Budgeting
Herndon, VA (6 APRIL | 2005) - VISTA Technology Services, Inc, (VISTA), a leader in real property asset management, has renewed a contract for work on the National Guard Army Stationing and Installation Plan (ASIP). The contract is valued at approximately $1 million, covering one base year and four option years. The original agreement was signed in 2001; the prime contractor is Reston, VA-based Systems Management Engineering, Inc.

"Real property asset management is becoming increasingly important to the federal government's operations. The U.S. Army and the National Guard have a history of leadership when it comes to responsible use of base operations funding.
The National Guard owns or leases approximately 3,500 community-based armories and reserve centers across 50 states and four territories. VISTA's consultative work under the National Guard ASIP agreement includes creation, updating and maintenance of a database that presents, archives and queries installation and demographic data related to those armories and reserve centers.
VISTA also will consult with the active Army on how to use the National Guard ASIP data to drive the service's overall resource requirements. This work is the first step in the Army's annual budgeting of base operations funds - a facilities and services budget of as much as $30 billion.
As part of the contract, VISTA will have an analyst on-site at the National Guard Readiness Center in Arlington, VA. The analyst is a drilling Guardsman - Second Lieutenant Scott Ryman - who coordinates the maintenance of data for planning and resourcing considerations.
Current regulations and legislation such as Defense Base Realignment and Closure (BRAC) and Executive Order 13327 on Federal Real Property Asset Management (EO 13327) require a close scrutiny of the effect of real property assets on overall mission costs. The next milestone for these regulations and legislation relate directly to BRAC.
By May 16, 2005, the Secretary of Defense must publish in the Federal Register a list of military installations recommended for closure or realignment under BRAC. In previous rounds of BRAC, the U.S. Army was able to save one billion dollars in unnecessary construction costs - owing largely to the recommendations from VISTA, which has supported the U.S. Army's BRAC initiatives since 1988.
