General Services Administration Publishes VISTA Editorial in Real Property Performance Results 2004 Publication

VISTA Joins GSA Executive in Explaining Compliance with Executive Order 13327 On Federal Real Property Asset Management

Herndon, VA (4 MARCH | 2005) - The General Services Administration has included expert opinion from David Baxa, president and CEO of VISTA Technology Services (VISTA) in its "Real Property Performance Results," publication, a reference guide produced annually by the GSA's Innovative Workplaces Division, Office of Real Property.

VISTA, the leading provider of real property asset analysis, IT and management consulting services to government, was asked to provide the private industry perspective of Executive Order 13327 on Federal Real Property Asset Management (EO 13327), which is the theme for this year's Performance Results publication.

Only two opinions were provided in the Real Property Performance Results publication. VISTA's Baxa provided the private industry perspective on EO 13327 compliance. The Federal government viewpoint was provided by Stan Kaczmarczyk, deputy associate administrator for real property in GSA's Office of Governmentwide Policy.

Both Mr. Kaczmarczyk and Mr. Baxa were panelists at a seminar in February on EO 13327 compliance, hosted by the federal market analysis firm INPUT. During the seminar, Mr. Kaczmarczyk announced the availability of the GSA publication. He also thanked Mr. Baxa for expeditiously completing the expert opinion to accommodate GSA's printing schedule.

Signed in February 2004 and part of the President's Management Agenda (PMA), EO 13327 tasks executive agencies in the federal government to fully and accurately disclose expenses related to maintaining real property assets as part of the true cost of administering ongoing programs. Agencies with surplus real property must create strategies for disposal or reuse of that surplus, with timelines and expected financial benefits to accrue from the disposition. The GSA and the Office of Management and Budget are providing oversight on the Executive Order.

In Baxa's expert opinion, entitled, "Executive Order 13327: Real Estate in the Era of Full Accountability," the author explains in plain language the critical need for government agencies to comply with this PMA initiative:

"If an agency risks spending unbudgeted dollars on compliance in FY 2005, it may not necessarily get a passing grade on the EO 13327 scorecard. But if the same agency tries to 'play it safe' and does not spend the money, it will almost certainly get two failing grades-one on EO 13327, and one on overall budget and performance integration as a government-wide initiative.

"The consequences of 'playing it safe' far outweigh the risks of reallocating funds to address this unbudgeted initiative," Baxa concludes.

By October 2005, organizations affected by EO 13327 are expected to be able to report on 23 separate data elements that together form the backbone of data required to get to a "green" scorecard rating on this PMA initiative. In early March, the GSA's Federal Real Property Profile Users Group will convene to determine policies and procedures by which this data can be most effectively collected and managed.
