
VISTA Executive to Address Federal Planning Division of American Planning Association on Executive Order 13327 Compliance

Thomas Wegleitner to Explain IT Tools and Methodologies for Federal Real Property Asset Management

The FPD 2005 San Francisco Workshop will be held March 16-18 at the Westin St. Francis Hotel in San Francisco, CA.
Thomas Wegleitner, Program Manager and senior executive on the VISTA management team, will speak from 2:00 PM to 3:15 PM on Friday, March 18, in a breakout session on IT Tools and Planning. The topic of his discussion is "EO 13327: Planning for Compliance."
EO 13327 requires all federal agencies to fully disclose and proactively manage their real property holdings, to reflect the true cost of facilities in fulfilling organizational missions.
The need for complete, comprehensive real property asset management plans often requires establishing information interoperability, data integration, decision support and executive information systems that enable compliance with this mandated requirement.

In his presentation, Wegleitner will discuss the new "era of accountability"-the view now taken by the government that the true cost of implementing federal programs must be completely and fully disclosed. Real property assets are under increasing close scrutiny as part of that true cost.
Wegleitner also will look at a proven four-phase methodology for real property asset management: Capacity Analysis, Mission Value Analysis, Scenario Analysis, and Execution. In that context, he will describe a set of IT tools to support consultative services. These tools are designed to facilitate real property inventory, requirements analysis, and decision support.
The FPD of the American Planning Association provides a forum for issues related to comprehensive planning and land management policies, techniques, and procedures for federal properties. The division's objective is to improve the quality of life for persons who live on, work on, and/or use federal lands and facilities; and to protect and enhance the value of federal properties for their designated purposes.
