VISTA Technology Services Offers White Paper On Compliance with Executive Order 13327

Document Describes Key Elements in Establishing an Asset Management Plan

Herndon, VA (18 NOVEMBER | 2004) - VISTA Technology Services, Inc. (VISTA), the leader in IT consulting for facilities infrastructure analysis for government, today announced that it is making available a White Paper to assist executive agencies in developing a strategic plan for compliance with Executive Order 13327 on Federal Real Property Asset Management (EO 13327). EO 13327, part of the Presidential Management Agenda was signed February 4, 2004.

VISTA's White Paper, "Federal Real Property Asset Management Planning: A Starting Point for Compliance with Executive Order 13327," is an executive-level explanation of a four-phase approach to addressing this federal initiative, which requires collection and analysis of massive volumes of real property data. The phases of this methodology are:

  • Capacity Analysis
  • Mission Value Analysis
  • Scenario Analysis, and
  • Execution
The White Paper also provides an overview of the responsibilities of the Senior Real Property Officers created under EO 13327. These responsibilities include development of a strategic plan, life-cycle cost estimates, and timelines and cost breakdowns for disposal and recouping of investments in excess real property inventory.

"Federal Real Property Asset Management Planning" elaborates on a variety of exercises that must be undertaken to meet Senior Real Property Officers; obligations for a sound asset management plan, such as:

  • Utilization Profiling
  • Organization Assessments
  • Plant or Facility Replacement Planning
  • Real Property Utilization Strategies, and
  • Construction, Maintenance and Repair Assessments

VISTA's understanding of EO 13327 compliance comes as a result of decades of work in facilities infrastructure analysis and development of IT systems to collect and analyze resulting data. The US Army, an ongoing VISTA client since 1988, saved one billion dollars in ongoing construction costs by using this approach to its real property requirements.

For agencies requiring outside assistance in the development of the asset management report or other tasks mandated by EO 13327, VISTA offers a staff of consultants who are available for on-site work as required.
