VISTA Technology Services CEO David Baxa to Speak at Potomac Institute on Economic Implications of BRAC

Herndon, VA (23 SEPTEMBER | 2004) - VISTA Technology Services, Inc. (VISTA), the leader in IT consulting for government facilities infrastructure analysis, today announced that President and CEO David Baxa has been invited to speak at the Potomac Institute for Policy Studies. The October 7, 2004 event will examine the economic implications of Base Realignment and Closure (BRAC).

The seminar, part of an ongoing series by the Potomac Institute, will be held at the Institute's offices a 901 N. Stuart Street, Suite 200, Arlington, VA (Ballston Metro- Orange Line). The invitation-only event will begin at 11:00 am and last until approximately 2:30 pm.

The speaking opportunity validates VISTA's expertise in understanding government organizational efficiency requirements, according to Baxa. VISTA is also extending that expertise among civilian agencies, with the increased attention being paid to federal real property asset management.

"BRAC can be seen as the military precursor to Presidential Executive Order 13327 on Federal Real Property Asset Management," said Baxa. "VISTA's work in BRAC has saved the US Army a billion dollars since 1988, and our experience has become directly translatable to this new civilian requirement. I'm pleased that VISTA's understanding of facilities infrastructure analysis is so well-regarded by the Potomac Institute."

Mr. Baxa will be part of the first panel of the day on October 7: "The Defense Industrial Base and Implications for BRAC." He will be joined by Dr. Loren Thompson, Chief Operating Officer of The Lexington Institute.

The second panel, "Reutilization and Redevelopment: After BRAC Implementation," will feature Mr. Jeffrey Finkle, COO of the National Association of Installation Developers, and Mr. Patrick O'Brien, director, Office of Economic Adjustment, Department of Defense.

Among the to VISTA's expertise in facilities infrastructure analysis, BRAC and Defense Transformation is in use in numerous military and civilian government agencies, including:

  • Deputy Assistant Secretary of the Army for Infrastructure Analysis [DASA (IA)]
  • Defense Contract Management Agency (DCMA)

Topics to be addressed during the seminar include the impact that BRAC will have on the Defense Industrial Base, and whether industries may need to reorganize facilities. Also to be discussed are possible effects changes in the industrial base due to BRAC may have on depots, ports, and other supply points. The Potomac Institute for Policy Studies is a not-for-profit 501 (c)(3) non-partisan public policy research institute, dedicated to the development and implementation of policies that advocate and manage the increasing role of science and technology in the evolving world.
