VISTA Technology Services, Inc. Hires Senior Account Executive

Growing Demand for Facilities Infrastructure Analysis in Federal Government
Creates Need for Direct Agency Sales Consultation and Partnership Programs
Herndon, VA (20 JULY | 2004) - VISTA Technology Services, Inc. (VISTA), the leader in facilities infrastructure analysis, announced today that it has hired M. Keith Macdonald as Account Executive. Increased demand for VISTA's services in both federal civilian and defense agencies stimulated the hiring decision.
Mr. Macdonald will provide sales consultation directly to federal agencies, and will drive VISTA's Partnernship Program with other government contractors. Mr. Macdonald reports to Ms. Rosemary Shields, VISTA's manager of business development.
Ms. Shields and Mr. Macdonald are managing the increased demand for VISTA's facilities infrastructure analysis services that has resulted from Executive Order 13327 (EO 13327) on Federal Real Property Asset Management, as well as ongoing Base Realignment and Closure (BRAC) activities.
"We're glad to add Keith to our team," said VISTA CEO and President David Baxa. "EO 13327 is part of the Presidential Management Agenda; executive agencies were expected to have set a plan for compliance with the order by June 30 to have reached a 'yellow' scorecard rating. Because few agencies have reached that level yet, we're seeing greater interest in VISTA's capabilities. Keith will provide important help in the flow of activity for our services."
Growing awareness of EO 13327 and momentum in BRAC activities has also stimulated VISTA to develop a formal Partnership Program. VISTA's status as a Veteran-owned small company is an asset for government contractors who would otherwise not qualify for certain federal business opportunities. VISTA is currently in discussions with several contractors in this regard. The Partnership Program to be overseen by Mr. Macdonald creates a channel to develop these discussions into mutually beneficial working arrangements, and to identify new opportunities.
Mr. Macdonald is a seasoned business development professional. As a Senior Account Executive for Virginia-based businesses Savvis Communications and CrossTier, he regularly exceeded sales quotas and ranked among the top sales professionals within the organizations. He is also the owner of Investment Property Management, a real estate development firm.

Mr. Macdonald received a Bachelor of Business Administration and Bachelor of Fine Arts degrees from New School University, Parsons, in New York.
VISTA is an acknowledged expert in real property asset management. Mr. Baxa will address the issue on October 26, 2004, at the Federal Real Property Association professional development conference in Arlington, VA. VISTA's track record spans two decades of work in facilities infrastructure analysis for the government, and has yielded considerable cost savings for the Department of Defense. The US Army, a long-time VISTA client, saved over $1 billion in construction costs across multiple rounds of BRAC and ongoing construction projects, starting in 1988.
