Custom Application Dramatically Improves U.S. Army Financial Performance
VISTA developed a financial database application for the U.S. Army, allowing the service to improve its obligation and disbursement rates to nearly 100 percent.
Databases developed by VISTA enabled the Army to track funds distribution and account balances, checked against records of the Defense Finance and Accounting Center. For the Base Realignment and Closure (BRAC) program alone, the money set aside by military construction committees averaged between $100 and $400 million per year, totaling to some $5 billion across five years of a single BRAC implementation.
The Army's internal goal was to have approximately 95 percent of each year's BRAC money obligated after the first year. With VISTA's assistance, the service realized an obligation rate of 70-80 percent in the first year - a rate that soon exceeded 98 percent.
