I recently spent a week in the New Orleans region, volunteering time and energy for the continuing post-Katrina reconstruction efforts. While New Orleans proper is still shocking with its lingering signs of devastation, especially in the Lower 9th Ward, there were even more dramatic signs of how tough it is-and will continue to be-to emphasize environmentally sensitive programs in the face of other immediate needs.
