In our last Managing Change, I discussed that Federal budgets and spending programs are short term by design and, in any given year, cannot solve significant challenges in total. A major point was that we should not confuse long-term strategies with those steps that we can implement along the way as opportunities permit. So it goes, too, with sustainability programs.

In our lead article, CEO David Baxa discussed what sustainability really means. In closing, there were two questions asked. First, what is our basis for making decisions on what to do (or not do) given long term performance windows-given budgets based on the here and now? And second, how do we determine that we're taking actions in ways that really will have the desired long-term, beneficial effect? Let's address the second question, determining, modeling and measuring long-term benefits (or consequences), first.
