Predicting Facility Conditions
Newly released tool will assist in determining sustainment funding impacts over time.


In an environment of constrained spending and scarce resources, sound fiscal planning is paramount. Part of this budgeting process includes sustaining the Federal Government’s building infrastructure. The Government has billions of dollars invested in its facility portfolio so reliable sustainment is a must. The big question is, “How much is enough?” Fortunately, a tool has been developed to assist facility and resource managers in developing a defensible sustainment forecast for future years.

The philosophy behind this predictive capability for facility condition is to use historical data to create a realistic snapshot of facility conditions given particular spending at various future points in time. The nature of the data currently available to readily support such a capability mandates a macro level predictive approach. Analysis of current research related to the prediction of future facility conditions established the feasibility of using readily available data for budget planning purposes.

The primary variable used in the resulting comprehensive Predictive Facility Condition Reporting (PFCR) tool—which VISTAtsi has just released—is the level of facility investment in maintenance and repair over a range of budget cycles. The PFCR starts with current facility condition indices (FCI), then calculates predicted future FCI at a future date according to facility type based on anticipated maintenance and repair (i.e. sustainment) funding as a percent of the requirement. In addition, the PFCR has built-in capabilities to calculate and predict shortfalls in the quantity of a particular facility type based on facility requirements, planned capital investment and anticipated facility deterioration.

With the PFCR tool, a federal agency can readily incorporate a predictive capability as part of their facility sustainment decision structure. The tool’s functionality includes predicting conditions of selected facilities infrastructure at various points over a 20-year-period and, with enhancement options, predicting facility shortfalls over the same future planning cycle. In conjunction with providing this functionality, the tool incorporates a variety of analytical and reporting capabilities, allowing the end user to reference organic reports and conduct ad-hoc analysis on a variety of Sustainment, Restoration, and Modernization (SRM) issues (including identification and prioritization of funding levels and assessment of facility condition by facility type or location).

This landmark tool provides decision makers with a comprehensive set of relevant, pre-designed reports. However, based on particular needs, additional data aggregation and data roll-up reports can be readily added.

The standard reports built into VISTAtsi's PFCR allow users to generate, save and compare multiple funding models graphically, presenting views of investment impact over selected time horizons. The easy, intuitive user interface permits changes to projected investments for specific facility types or across the entire facilities portfolio.

The PFCR is a powerful tool that will assist portfolio managers, resource and financial executives, and senior decision makers in determining the implications of varying sustainment funding scenarios and capital investment strategies to the future condition of their facilities portfolio
