Thomas G. Goeller
Program Manager
As Program Manager, Mr. Goeller has oversight of VISTA's Real Property Planning Systems Support contract (RPPS). He is responsible for the U.S. Army Real Property Planning and Analysis System (RPLANS) and assists the Defense Logistics Agency with Base Realignment and Closure planning support.
Prior to joining VISTA, Mr. Goeller was employed by Teledyne Brown Engineering, Inc., in Arlington, VA as Business Development Manager. He also served as Senior Systems Analyst for the same company.
From 2001 to 2003, Mr. Goeller served in the U.S. Army Reserve, attached to the U.S. Army Corps of Engineers, Chief Information Operations, Iraq Reconstruction Office, Baghdad. He was responsible for development of the USAID reconstruction tracking database, and provided initial design for the Coalition Provisional Authority's (CPA) reconstruction database.
As Team Leader for the Civil Engineering Support Program team, Mr. Goeller evaluated software for the Joint Engineer Planning Evaluation System, used in the Pentagon by the Joint Chiefs of Staff.
Mr. Goeller earned a Doctorate in Business Administration degree from Mississippi State University, majoring in Business Information Systems and Quantitative Analysis. He has an MBA degree from Virginia Polytechnic Institute and a Bachelor of Business Administration degree from James Madison University.
