David Baxa, AICP
President and Chief Executive Officer
Mr. Baxa has spent more than half of his career as general manager of VISTA Technology Services, Inc. (VISTA) and its previous incarnations. He provides leadership and vision for VISTA's constantly evolving staff of engineers, planners, application developers, database management specialists, GIS experts, and business and systems analysts.
Mr. Baxa has been instrumental in creating VISTA's business development and client care processes, and has managed sales, delivery, budgeting and cost control, and direct staff supervisory functions throughout the company. He is an accomplished facilities planner, IT and management professional, with expertise in real property asset analysis, real property asset management, master planning, application development, data warehousing, business intelligence, enterprise information portals, knowledge management and spatial data integration.
Before VISTA, Mr. Baxa was employed as a key consultant and manager for two well-respected architectural and engineering professional services firms - Hayes, Seay, Mattern & Mattern, and Henningson, Durham & Richardson. A Vietnam veteran, Mr. Baxa also served as an instructor for the Army's Quartermaster School at Fort Lee, VA.
He is a graduate of the University of Virginia with a Bachelor's degree in Environmental Science, and is a member of the American Institute of Certified Planners (AICP).
