Custom Application Dramatically Improves U.S. Army Financial Performance
VISTAtsi developed a financial database application for the U.S. Army, allowing the service to improve its obligation and disbursement rates to nearly 100 percent.
Databases developed by VISTAtsi enabled the Army to track funds distribution and account balances, checked against records of the Defense Finance and Accounting Center. For the Base Realignment and Closure (BRAC) program alone, the money set aside by military construction committees averaged between $100 and $400 million per year, totaling to some $5 billion across five years of a single BRAC implementation.
The Army's internal goal was to have approximately 95 percent of each year's BRAC money obligated after the first year. With our assistance, the service realized an obligation rate of 70-80 percent in the first year - a rate that soon exceeded 98 percent.

VISTAtsi Analysis of Space Planning Criteria Saves Army Half a Billion Dollars
VISTAtsi experts worked closely with the U.S. Army Office of the Assistant Chief of Staff for Installation Management (OACSIM) to analyze a perceived deficit in Army Medical Centers and non-organizational parking. Through careful investigation and scrutiny, VISTAtsi played a key role in determining that the space planning criteria the Army was using to define requirements for medical centers and parking facilities was consistently overstating actual needs.
As a direct result, VISTAtsi helped the Army realize $531 million in cost avoidance--$218 million for medical centers and $313 million for parking--to address these facility deficits. This half billion dollar savings is a direct outgrowth of VISTAtsi's commitment to helping clients gain the greatest value from money they spend on buildings, land and infrastructure.

On-Site COTS Software Training Boosts DLA BRAC Planning
Tailored implementation and training from VISTAtsi in commercial off the shelf software will enable the Defense Logistics Agency (DLA) to better coordinate its Base Realignment and Closure (BRAC) field activities and planning.
To support the preparation, publication, and tracking of BRAC implementation plans at headquarters and field activity levels, the DLA BRAC Office chose the MS Office Enterprise Project Management (EPM) solution. DLA selected VISTAtsi for on-site instruction, implementation and to ensure consistent project reporting and monitoring.
VISTAtsi developed a program of instruction, system operations, planning support and ongoing technical assistance to DLA and its related BRAC offices for the implementation of BRAC 2005 decisions. VISTAtsi provided DLA with classroom training while simultaneously covering both service calls and on-site support.
Training materials and presentations were extremely well received by DLA. Overall effectiveness of the instruction and course material were rated "outstanding" and "extremely effective."

Inventory Validation Improves Workforce and Facility Efficiency
By validating United States Army Europe (USAREUR) real property inventory asset data, VISTAtsi enabled more efficient use of both Army troops and physical assets.
At the time, USAREUR held over 10,000 buildings in its inventory of real property assets. Maintaining complete and accurate data on the use and condition of these assets was a time-consuming, technically demanding challenge.
VISTAtsi designed a software application specifically to manage the data gathered in the inventory validation process. Deploying several teams of experts to visit each facility and review its use, VISTAtsi was able to quickly develop a comprehensive database of key performance indicators for the USAREUR real property inventory.
In addition to inventory validation, VISTAtsi also updated the facility occupancy records for the Army Stationing and Installation Plan (ASIP) database. The validation led to production of several reports that updated the USAREUR facilities inventory.
Using the updated inventory as a reference, USAREUR now has all the necessary supporting information for better decisions ranging from European troop draw-downs to installation realignment or closure.
