David B. Baxa, AICP, LEED

President and Chief Executive Officer
David has spent more than half of his career as general manager of VISTA Technology Services, Inc. and its previous incarnations. He provides leadership and vision to each employee at VISTAtsi. He is an accomplished facilities planner, IT and management professional, with expertise in real property asset analysis, real property asset management, master planning, application development, data warehousing, business intelligence, enterprise information portals, knowledge management and spatial data integration. He is a graduate of the University of Virginia with a Bachelor's degree in Environmental Science.

Larry Lincoln, AICP

Senior Vice President and Chief Operating Officer
Larry has been a member of the VISTAtsi management team since 1987. He provides functional, technical and management experience and expertise in the areas of real property asset analysis, master planning, real property asset management, application development, data warehousing, business intelligence, enterprise information portals, knowledge management, decision support systems, spatial data integration and geographic information systems. Larry received his undergraduate degree in History & Economics summa cum laude from Park College and holds a Master of Science degree in Engineering Management from the University of Southern California.

Stephanie N. Reichlen, PHR

Director, HR and Corporate Communications
Stephanie is responsible for the strategic planning and management of business communications and branding tactics at VISTAtsi, as well as overseeing all aspects of the company's Human Resources activities. She ensures that VISTAtsi's mission, vision and goals are consistently supported in the company's external communications programs, and facilitates cooperation among VISTAtsi's internal stakeholders. Stephanie holds a Bachelor's degree in Interpersonal and Organizational Communications from George Mason University.

Terry Hill

Director, Finance and Accounting
Terry oversees the day to day financial activities for VISTAtsi. He directs the preparation of financial reports including income statements, balance sheets, and analyses of future earnings or expenses. He also is in charge of special reporting requirements from regulatory authorities. Terry holds a Bachelor's degree in Business Administration from Northwestern College, a Master of Business Administration, Management degree from Golden Gate University, and is a graduate of the U.S. Army Command and General Staff College.

Hal McDonald

Program Director, Washington, DC
Hal is responsible for overseeing VISTAtsi's professional services operation for the DC Metro Area. He is the principal point of contact for senior client counterparts for on-going projects, and is responsible for ensuring that projects adhere to budgets and timelines. Hal is an experienced private and public sector executive including a 20-year career with the U.S. Army performing analysis, personnel management and development, and full life cycle management for information systems. He holds a Bachelor's degree in Government from Norwich University.

Paul Wright

Program Director, San Antonio
Paul is the Program Director of VISTAtsi's office in San Antonio, TX. He has profit-and-loss, business development, and local hiring responsibility for this regional headquarters office. With over 20 years' experience as a U.S. Air Force Civil Engineer, he has deep experience in facilities and construction maintenance, civil design, financial planning, and environmental management. Paul also is a respected authority in Operations and Maintenance and Military Construction budgeting, funding, and project execution, having worked extensively both with the U.S. Army Corps of Engineers and the Naval Construction Battalions. He holds a Master of Business Administration from the University of Phoenix, and a Bachelor of Science Civil Engineering degree from the US Air Force Academy.
